In recent emails, our 4th District Council representative has highlighted two upcoming meetings and shared several important updates:
South Richmond Code Refresh Town Hall: Tuesday, September 22, 6-7:30 PM, Lucille Brown Middle School
Sarah writes, "I'm delighted to be hosting a town hall with my colleague from the 5th District, Councilmember Lynch. This town hall will include a presentation on the third draft proposal by Planning Director Dr. Kevin Vonck, followed by a facilitated Q&A session. There will also be representatives from the Departments of Public Utilities and Public Works to speak to the infrastructure considerations of the Code Refresh process. While the event will cover the third draft proposal as a whole, it will have a particular emphasis on what is proposed for South Richmond.
Richmond Public Schools Facilities Modernization Meeting with 4th District: Thursday, September 17, 5:30-7 PM, Huguenot High School
Updates on 4th District Projects:
Construction of pedestrian beacons on Forest Hill Avenue (41st and 43rd Streets) is complete. Activation has been delayed due to a dispute between the City and Dominion Energy, but that has been resolved and activation is imminent.
Construction of the new apartment complex at 700 W 44th Street is complete. The complex includes 144 new affordable apartments, with tenant income at 80% or less of the area median income.
Jahnke Road Improvement Project is on schedule for Fall 2028 completion and remains on budget.
Southside Spooky Ride -- Friday, October 23 (6:30 PM)

Good Shepherd Episcopal School Recognized for Outdoor Education
For the second year in a row, Good Shepherd has been named a "Virginia Naturally School" by the Virginia Department of Wildlife Resources. Maggie Nicholas, a Forest Hill neighbor whose children attend Good Shepherd, writes, "What I like about it as a parent is how much of it happens right here. The preschoolers are in Forest Hill Park every morning, older students study the lake and the James, and the eighth graders spent volunteer days clearing invasive plants from Crooked Branch Ravine and planting trees at Owl Orchard." Westover Hills Elementary Courtyard Work Day — Friday, September 25
Forest Hill residents are invited to join Westover Hill ES families and staff in making the school's courtyard a vibrant space for learning, growing, and playing. Volunteers can serve in a variety of ways: planting, weeding, painting, assembling outdoor furniture and a garden shed, and working on planter boxes. No special skills are needed, and even a few hours of help would be greatly appreciated. To sign up, click here.
